You can mute them in the lobby before the game starts. Just push right on the d-pad, select them and mute. Careful though 'cos you can easily report people by mistake :)
Once the teams are set in the lobby you have to wait till the game starts to mute them.
    Ah, sweet, sweet silence

Unless you've got a proper gaming headset you can't.

Only other option is to start a private chat on your own. Just means you can't talk to anyone. Not sure what the chat situation is like on PS3 though..

It's fine on the earlier PS3 games, has gotten worse though over the years for whatever reason.

Sounds like it's as sh1t as Xbox live game chat

Saying that, party chat is perfect

talking in game on the PS3 on MW3 is ok now following a recent patch. You still get the odd problem as some teamamtes headsets can cause feedback/echo cho cho co oo o but it's a relatively minor issue.
MW2 was pretty bad. Blops much better and MW3 = Blops now, imo.

Mw3 ingame chat is really bad(clearly designed with xbox in mind). Blops is much better. Skype or teamspeak is handy for people with laptops or a computer by their console.

Sony really need a good partychat system on ps4.

Isn'te there an option in the Xbox settings to choose to only hear voice from friends?
