Is a PRISON SENTENCE the only alternative to not paying a fine?

Ok so hypothetically speaking; if someone doesn't receive a summons but yet is fined an obscene amount of money, not fitting the offence. What can be done in terms of appealing it? Not very savvy with the juridical system; any info and advice would be immensely appreciated.

Say for example; if a young man purchases a foreign reg'd car and doesn't pay VRT until the vehicle is seized. Then pays the VRT plus an added fee as a penalty for the delay. Gets the car back. Everything legit.

Then a full year later that same guy is randomly summonsed to court (but is not informed of the summons) then a week later he reads about his fine of 2,500e in the local paper for said offence. What can that guy do?

Consider the possibility; that hypothetically that guy was made redundant from his job of 5 years last year. Cannot afford to pay that huge fine. So he possibly faces a prison sentence.

Post in breach of charter. Even when re-written.

Go to a FLAC centre if you can't afford a solicitor.

This shouldn't cost you an arm and a leg to get advice. An appeal of the order might be appropriate but we don't do advice here. Sorry.
