    That directive applies to the government as far as I know...nobody can be prevented from receiving signals from their home countries. BUT that doesn't absolve such a person from all responsibility, if they move to a development where dishes are not allowed as opposed to one where they are, that is their choice. There are plenty of developments with dishes allowed. It's not a carte blanche to breach development rules or planning permission or damage communal property by drilling holes etc.
