Where to start.

I'm looking to make a simple 2d animation. Does anyone have any suggestions about where to start?

This will be just a prototype, the tech doesn't really matter. I don't have any kind of budget and I have some small experience with Flash.

Have a look at Flash Catalyst.

It's a useful application to create rapid prototype animations from carefully planned out storyboards and layers in photoshop and illustrator.

Ah, that's a few hundred euro. I thought it might have a 30 day trial like Flash.

Toon Boom Studio has a free trial last time i checked. It has a few examples iirc and a manual.
Don't know if it'd be exactly what you're looking for but I think they have a story board product as well which may be worth looking at.
