NI based mobile networks offering free sims?

Hey, just in case someone has info in relation to this, was just wondering if there are any mobile networks with shops in northern ireland who offer a free sim card if you sign up with them? Also, would you need to have a NI address, or would they accept your ROI address?

Maybe tesco mobile - http://phone-shop.tesco.com/tesco-mobile/about-us/terms-payg.aspx - I can't see a UK residence requirement.
You should be able to pick one up from a Tescos in NI.
