Opening mobile food tent

I am thinking with a friend of mine of opening a small outside "tent" for the Summer near to St.Stephens Green which would sell German sausages, steaks etc. How difficult is it to get a permit to open up a small joint like this. I was also thinking of selling German beer but I don't know if a licence can be got for this.…
