Biax-L bulb replacement

    Just finished a small job and was asked to change bulbs in a shop .
    Biax-L 55w ,
    I changed some of them and working ok but some do not light up.
    The lights are fitted into a suspended ceiling.
    There are two bulbs in each fitting.

    If the starter is gone can it be replaced ?
    Do these fittings have a life span ? (about 12years old at this stage)

    The reason I ask is
    An electrician had been out previously and said it was necessary to refit all the lighting at a high cost which I know they cant afford.

    to the best of my knowledge there wont be a starter, biax L usually use electronic ballasts. if there are two lamps in each fitting you could just refit a new 2x55 watt pll ballast to the existing fitting.
