Do I need land to become joint herdowner?

the prob i have is I filled in form er1.1, sent it off an they got back to saying in order to put me name on as joint herd owner I needed to have the land in my name? never heard this before.

anybody? I should also say the herd number is my fathers and all land and payments are in his name.

I read this already and it says that it does not infer ownership of land which is why I am confused?

Maybe try taking 4/5 acre of Da set up small pen with portable crush and apply for your own heard number.
Other than that ring D.V.O. they should be of help.
