    Not really - since it's all going to local authorities - but then you knew that already. It's all your other taxes that might end up going to the banks.

    This tax is to be used to provide local services by the county councils.

    Everyone uses these services.

    Only people who own property have to pay this tax.

    It's a property tax - the clue is the combination of the tax being levied, and it's being applied to your property.

    What 1 million people? - we've passed that point a while back.

    Top this off by 170million being cut from lc services budget this year.

    We're paying for others debts.

    That's not fair either.

    The census have a petty good idea though - so I'll stick with their take on things - which suggests no more than 1.7 milion liable properties - and consequently, a lower number of owners. There's really no scope for any continuing million non-payers.

    Why is the USC called a charge? It doesn't really matter - it's a tax levied by the state, and one that isn't discretionary.
