Get onto the financial regulator. There is no good reason why they should keep the account open for 12 months. They should close the account and charge the stamp duty now. MBNA are probably hoping that you'll use the card between now and then.

I spoke to financial regulator and he told me all he could do was note my grievance and they basically had their rules and there was nothing he could do about it.

Also, cancelled card today and had to pay €30 for government tax and was then told I would be liable for it next year again even though I never used card in past year and now I have cancelled it. Such a rip off.

No I told her to make sure and put a not on my account that I was not to be contacted regards this card again and she said if I didn't pay next April it would go against my credit rating.

    http://www.citizensinformation.ie/en/money_and_tax/tax/duties_and_vat/stamp_duty_on_financial_cards.html

"The duty is payable on April 1 for the preceding year. The tax year for the stamp duty begins on April 2.

If the credit card account is closed and has never been used, no stamp duty is payable provided that you close the account in the same period as it was opened. If you don't close the account in the period it was opened you will be charged stamp duty on it even if it has never been used. If you have used your card and you close your account during the year, you will be charged stamp duty on closure."
