help me find a book please

my teacher had looked for this and failed and so have i. he said it was a book about a guy who raced pigeons. he eventually trains them to each carry a small nuclear payload and send them all to the top of the empire state building to reach critical mass and blew up new york. its old fiction likely 50 years old. can anyone…
