I work for an outsourcing call centre at the minute. My contract is for Telesales but have been moved to a campaign making courtesy calls which involves commision but very minimum.Can they do this considering the product is already sold on the new campaign and there is no option to sell??

Even if it was with in charter rules to advise, with out seeing your contract or knowing the terms no one can answer your question. If you feel you have a good action go to a employment solicitor for advice with all the information.
