Insurance claims history

A mate of mine wanted to hire out a truck to move some stuff into storage (emigrating). Along he went and filled out the form - full Irish car and truck licence - no points or claims except for a minor tip (no damage) but the lady he hit claimed for whiplash. This was 15 years ago - Clean driving record since and insurance in his own name on his own car - the hire company came back and said that they couldnt get cover for him and wouldnt give a reason. He wouldn't be the most assertive lad in the world so he hired a man and van from the small ads to do the job instead.

Anybody know whats the story here? Could a claim from so long ago still have an influence? Seems a bit daft!
