Health and safety issues with estate

    Not sure if this is the best place to post this so mods please move if required.

    I live in an unfinished estate with some major H+S issues
    Open drains, open access to waste ground, abandoned porta-cabins and building materials, all of which are not secured and which the kids are beginning to 'explore'

    We are in consultation with the local council about sorting it out and they are in turn in going through legal proceeding with the now defunct developer about recovering the bond etc.

    In the meantime he have been advised to get on to the health and Safety Authority (HSA) with our concerns and they will then put pressure on the others to fix the problems.

    Has anyone in the same situation gone down this route ?
    We have heard that we need an independent safety audit to be done and then submitted to the HSA, does anyone know if this is the case ?
    We have heard that such an audit could cost upwards of e1000

    The HSA are usually quick to respond and identify issues on site that represent a risk to health and safety.

    The worrying part is the bit about the bond. Recovering the bond means another local authority has accepted a 'paper bond' (An elaborate promise to pay insurance scam which the CIF took payments for.) The builder often got out of this by stopping payments with the CIF without any knowledge of the local coco. As the insurance policy has lapsed there is is in essence no bond. It's a farce and another example of an unregulated market gone very bad.

    We are currently fighting this with our local coco and the results dont look good. No one accepts responsibility or even that a problem even exists. 2 years we have been at it. Go public and get the press involved. Engage you local coco and record everything said for future reference. AT some point they will turn on you and call you a liar and try to destroy you. You will need the evidence to fight back and take it to the press.

    The Irish Times are currently looking at a story or two around this and may be interested if you have a story to give.

    Local authorities are doing their upmost to bury this and make it go away.
