Does anyone know what this Hydrology term means??

    I am helping a friend who is doing a thesis in the area of hydrology and cannot figure out what the "moving windows approach" is and this is our last port of call, because she is too stubborn to ask a lecturer! We have both endlessly searched online&journals for some explaination but as far as can be made out it is some form of a hypothetical phrase as it always appears in inverted commas. If somebody out there has any info or links it would be much appreciated, and also before you start, the joke of actual moving windows is old at this stage! Thanks. :)
