Chances are he is probably there via the social housing scheme. So it might be worth checking with the Social Welfare and Housing Department in the City/County Council. If he then you can lodge a complaint with them. A place to start anyway.

Of course the way the system is these wasters will probably just get moved around to another area and become someone elses problem instead of cutting their free benefits and turfed out onto the street.
