Smartphone to replace employers phone

An HSE employee has a phone supplied by their employer which they use for personal calls also and then reimburse their employer for their own usage. They want to replace this phone - at their own expense - with a basic smartphone so they can use the internet also. Can anyone recommend such a phone & where to get it from?…

Also whether standard HSE phone packages would allow data downloads (to be reimbursed to employer later)

Ask, you'll never guess who, THE HSE! We cant know what plan they have you on, only your techs can tell you that.
