Budget desktop ballpark cost?

I'm looking at building a simple desktop pc that will handle things like office, email client and browsing, nothing to advance but without going to cheap (can you go cheaper than a Corei3?). Can something be built for less than it cost to buy a Dell machine? Incl, OS, keyboard, mouse, monitor.

Thanks Deconduo, I'll look into it in more detail cause that's not a bad price compared to a Dell and a nice small case.
