Canada:Grounds for refusal at CIC stage of IEC?

Just wondering what are the reasons you could be refused by the CIC when applying for an IEC visa? Surely the commission in london checked out all your forms arre in order? Do the CIC just check up on your background, police history and stuff to make sure you're alright to enter their country?

I dont think anyone is 100% really.

That said I've never heard of anyone being refused at this stage.
