Is there some organization which is doing inspections for the letting agencies?
Something strange happened today... We are letting a house from the agency lets call it A and today my partner opened the door and there was a woman saying that she is from fingal lettings for inspection. Unexpected and with no notice. They shouldn't do this but why the agency wouldn't come just send somebody ?
And is there some company doing this for agencies?

Ask your letting agency, they will know if they organised someone to inspect the property. Also advise them that no inspections will be accommodated without prior notice and at a time that suits you. That is your right under the RTA 2004, section 16 (c) and if they make such inspections without prior arrangements they are in breach of their obligations under section 12 (1) (a)
allow the tenant of the dwelling to enjoy peaceful and exclusive occupation of the dwelling,
section 16 (c) allow, at reasonable intervals, the landlord, or any person or persons acting on the landlord’s behalf, access to the dwelling (on a date and time agreed in advance with the tenant) for the purposes of inspecting the dwelling
