    This 24" BenQ looks nice, or you could go for the amazing 23" Dell U2312HM at €173, but well worth the money.

    I was VERY interested in the Dell one at first but is the 8ms Response time a handicap for gaming?

    Don't trust response times. They mean different things to different manufacturers. New IPSs such as the U2312HM have improved the response times a lot. As Eboggles says, you won't notice it. Input lag is very low and you can read about it in this excellent review:
