In the event of a 1-0 win, head to head would be tied (all teams have 1 win and 1 loss) and all teams would have the same GD, but Hol would have few goals scored. Basically that high scoring 3-2 between Por and Den is giving them the edge. Even a Hol 2-1 Por or Hol 3-2 4-3 etc Por wouldn't be enough as Por would always be ahead in this scenario.

It'a assuming Denmark looses against Germany, in which case 3 teams would have 3 points. Then it would come down to GD. And the Dutch need to win by 2 to overtake the Portugese and Danish.
