Say if I can't get a part (b) and the part (c) requires the answer from part (b). Can I just make up an answer for (b) and not lose all the marks or would I be wasting time?

Usually part b does not apply to the part c eg, they don't say "using the answer you got from part b". If you follow the right steps you'll get most of the marks so, go for it!
