Council holding up sale ,help!!!

Posting this for my partners dad who does not use computers. He has accepted an offer on his house, (ex council house with council tie attached until 2014) There were a few problems with paper work on both sides ( his and buyers). Posting this for my partners dad who does not use computers.

He has accepted an offer on his house, (ex council house with council tie attached until 2014)
There were a few problems with paper work on both sides ( his and buyers). All of which have been resolved.

So as of 8 weeks ago the only hold up is the council not completing their paper work and holding up the sale, he has called to the council offices on a number of occasions but never gets any info from them as to what the hold up is.

Solicitor confirms that paperwork on both sides is complete and no one can do any thing until the council finish theirs, and there is nothing he can do but wait.

Offer was accepted in Feb 2012. Has anyone any experience of buying or selling an ex council house, or any advice on what he can do?
