€200ish PC

My parents PC died, and they're looking for something basic just for general internet browsing mainly.

1. What is your budget? €200, maybe a little more
2. What will be the main purpose of the computer? General internet browsing, Microsoft Office. No games.
3. Do you need a copy of Windows? No
4. Can you use any parts from an old computer? Nope
5. Do you need a monitor? No
5b. If no, what resolution is your current monitor and do you plan to upgrade in the near future? 1440x900 and No
6. Do you need any of these peripherals? No.
7. Are you willing to try overclocking? No.
8. How can you pay? Paypal or credit card
9. When are you purchasing? In the next week.
10. If you need help building it, where are you based? Cork, but I'm going to give building it myself a shot!

There's a build within my budget from this post from last August here, but I don't know if I could get more bang for my buck now!

I wouldn't bother building yourself unless you want to buy a 2nd hand one and fit a new hard disk and a RAM upgrade.

This is also relevant to my interests.
How does that celeron compare to something like an atom?
Would it feel a lot faster?
I haven't really been paying attention since the i7 first came out.

Celeron would be miles ahead of an atom, I don't really think they're cut out for much.

The Celeron would be roughly twice as powerful but for "General internet browsing, Microsoft Office" there hasn't been a need for faster proc's for well over five years. The slowness of PC's has pretty much been down to the way the OS and hard-drives store data over long periods of time.

I was going to buy today, but the case that was recommended by Eboggles is not in stock, with no eta. Is it worth waiting for it, or would this suffice?

Also, has anyone here experience of using the Amazon method of payment?
