Meteor: blocked from making outgoing calls

    Hi have an uncle who uses his phone very sparingly, so hasn't topped up in the guts of a year but still has over €20 credit, now when he tries to make a call he gets a message 'blocked from making outgoing calls and to contact customer care'

    Is there any charge associated with unblocking this, or is it simply a matter of contacting them, and then topping up again, will he lose any offers he already was signed up to, i.e. double top up for life when top up by €20.
