You first have to complain to the broadcaster...

They have 21 days to deal with your complaint.

If unsatisfied with this response you THEN can go to the BAI.

Thanks, I will look through the thread in the morning to find what to do. The show as it stands isn't acceptable.

Even if they showed an average wait time/cost to get through to the presenter it would be much more acceptable.
