New build advice (Budget 300-350 Ex-Vat)

Need a new PC for work. Please advise on a new build. (Tight budget I know. But keep in mind it's minus VAT.)

1. What is your budget? 300-350 Euro ex-vat (I'll be getting it VAT Free/Claiming the VAT back)

2. What will be the main purpose of the computer? Programming, Web Dev, Graphic Design. (May do some light gaming if possible. WC3, CSS, COH. Nothing major.)

3. Do you need a copy of Windows? No.

4. Can you use any parts from an old computer? Should have some DDR3 lying around somewhere.

5. Do you need a monitor? Yes.

5a. If yes, what size do you need. 19-22inch HD would be pref.

6. Do you need any of these peripherals? -Nope.

7. Are you willing to try overclocking? I won't be the only user so probably not.

8. How can you pay? Credit card, paypal.

9. When are you purchasing? ASAP.

10. If you need help building it, where are you based? No help needed

On its own its doable...but inc a monitor, even with the 20% bump, thats very tight.
