Meteor/eMobile Roaming enabled with outgoing-call bar on?

Might anyone know if I have Roaming enabled on my PostPaid account, and I ask for an OCB (outgoing call bar) to be put on, will the OCB stop me making calls from abroad too... and also still allow me to receive calls ?
