I think you're right. I'm pretty sure both the Euros and World Cup winners still have to qualify.

In fact they do. Spain were in Scotlands group for this tournament and Italy were in our group for the 2010 World Cup

Stars are only for the WC...think Italy should have the stars, maybe as part of the crest rather than over them like Spain
