new entrant quota & expansion

was reading the journal and one of the lads hosting a farm walk during the emerald expo is apparently a new entrant to dairying.... he's milking 150 cows.... is it possible to get quota to get to that size in a short space of time...?

once he passes the 77k gl ??? mark he has to pay the same as everyone else for quota
