It's only really enforced in ICU's and around equipment that will malfunction if exposed to electromagnetic waves. Modern equipment is less susceptible.

You obviously have never seen a "No mobile phone" sign on any of the swing doors into any wards or also in A&E in the likes of Beaumont or Matter Hospitals.

Inside a&e is a very small part of a hospital. You can use them in the wards no problem

You can't in some specific wards because the phone signal is supposed to interfere with the machinery/monitors. Labour ward is an example where phones are meant to be switched off because they supposedly interfere with the monitor.

No one really follows it in practice though.
