Neighbour has 230v electric fence

My neighbour has wired an electric fence to the mains to stop scumbags getting in from field at back of house. My concern is for my children who I dont want touching a 230v circuit. Is this even legal?

Brian t, he's gone a bit quiet, no pictures or anything. Do you think he went round to the neighbours and "opened his head with a box" and is banged up?

Stop posting to this guy please, click on the OPs name and view every thread he has started. Every single one of them has been closed by the Mods. He is clearly starting up threads to troll and all you guys are biting.
If any mod reads this. please take away his ability to start threads if possible. All his other threads run for pages and he is clearly baiting people........Dont feed the troll:mad:

I measured the voltage with DMV across the resistor bank he has installed on garage. Is 230vac.
