Dog has pink boil just above crouch area

Hello, basically hes had it for a few years since he was a pup, didn't take to much notice of it because for some stupid reason i thought all dogs have it, no signs of anything unusual coming from the dog, has been normal. There is no hairs on it. Any advice or information would be great Thanks.
