Socialising a nervous dog

I have a very nervous 3 year old male King Charles X who is quite unpredictable around other dogs.
he meets other dogs in the park every but is quite unpredictable in his behaviour ( either friendly, scared and runs away or aggressive on the rare occasion)

apart from his walks he doesnt spend much time with other dogs but my friend has recently gotten a female lab pup. as she works nights i have offered to walk her dog when im walking my dog at night which i see as an opportunity to get my boy comfortable with other dogs. they pretty much just ignore each other on these walks as the lab has figured out that my boy isnt interested in playing her (i think she's too big boisterous for his liking) but the other day i let them play in my garden after their walk but when the lab tried to play my dog (running at/around him and barking etc) he hid under my chair and growled at her. at this stage i just brought the lab home.

im just wondering if i was right to intervene or should i have just let them be? he is just so nervous of everything i dont know whether to continue to walk them together (although it doesnt seem to do any good as they ignore each other) or if there's other ways to help him.

fyi i did bring him to classes as a pup but he just sat by the door and cried the whole time class after class n seemed to stress him out so much i stopped going after a few weeks.
