Phone calls from Meteor

I've been getting phone calls from Meteor (from an 01 number) every few months asking if I'm free to have a chat about my billpay plan. Is there some way of opting out of these? When I answer the call, I hear a dialling tone (as if I'm ringing someone), then it's answered.
