Your GP will be able to refer you to an appropriate specialist

I don't know of any specifically in NCD. Most will work via a hospital. As Beasty says, ask your GP for a referral, as most consultants will only see you upon referral. There are a few in the Bon Secours in Glasnevin, or you could go public or private in Beaumont. I attend ENT in Beaumont and have found them great. I also attended a consultant privately in the Bons (who also works in the Eye & Ear) and was less than impressed and €500 the lighter for it.
    So first stop, your GP.

I second the GP route but just to mention you might look into getting a hearing test before visiting an ENT Specialist. That of course depends on the issue but it might save you waiting for a specialist appointment and then to be told to get a hearing test. There is an Audiology clinic in Beaumont Hospital and I know the Beacon Clinic have one as well. AFAIK you don't need a GP referral for either but I'm open to correction on that.
