selling apartment to Dublin county council

Are Dublin county council buying any apartments at the moment? I live in an area where there is need for social housing and was wondering if 1) they are buying at the moment and 2) do they offer market value or less? I am assuming that with the oversupply at the moment that they are not but just in case!
