Lost Packets, Timeouts at 3 exchanges in Cork

In 3 locations in Cork(Bandon, Victoria cross, Churchfield) we are experiencing timeouts and but not enough to dissconnect adsl, but enough to break vpn connections. Anyone notice something similar?
