Forget who it was that tripped SA but they didn't get through either so there wasn't anyone to DQ if it was only an 8 lane.

I think it was Kenya. The Kenyan guy crossed lanes earlier than is legal and ploughed into the SA guy in the process. So Kenya got DQed and SA got into the final on the basis that they could not finish due to another team breaking the rules.
