How do I get one of those pictures up on my username ? Some have smurfs more have Muppets etc

If you want a custom avatar then you need to subscribe.

there is a pre-determined set of pictures to use, if you want to use something other than them - like I do - you need to be a subscriber or a mod

If you have your browser set to view the site in Desktop mode (like on a pc), then yes.

Otherwise, don't think you can on Touch/Mobile versions of Boards.

Yes - pics can be changed. Just use the same links & buttons that you will use to select your first avatar.
