Landline UPC incoming call problems

Unsure if this is correct location for this query. In the last few days we have got UPC landline, broadband and TV at home. Today outgoing calls are working but when trying to call incoming to the landline i'm getting a message saying 'we're sorry, all circuits are currently busy', can anyone help out? Unsure if this is correct location for this query.

In the last few days we have got UPC landline, broadband and TV at home. Today outgoing calls are working but when trying to call incoming to the landline i'm getting a message saying 'we're sorry, all circuits are currently busy', can anyone help out? What is this because no lines are currently in use, is this caused by network congestion externally? I've reset the modem and all the usual.

Any help appreciated.
