UPC 125 meg constantly dropping

in the last month my UPC has dropped about 15 times (that i know of) I called them up only to get a text back saying service has been sorted and then it would drop again . Eventually i got an engineer out who said it was sorted .but its now gone down again. They tried to blame my PC for it but my PC is not even on ??
