Moving Perrenial Flowers

Hi, I have a red flowering perrenial which is out growing its location. It is tall in height (1 metre), green leaves and red plants. Possibly Gladiola ? When and how can i divide and relocate ?

It is crocosmiiflora.....
Can it be split and moved now Late August.
