Not sure if it's the most current (1998) but try

Page 8 gives turning radii for a cul de sac turning circle. Hope that helps.

Table 5.2 of TGBD-B also sets out the requirements for the various appliances in terms of widths, turning circles between kerb/walls etc. In terms of dead end distances normally 20m or less is what is acceptable.
