But any 'touch' from behind without getting the ball is a free kick, and in this case a penalty.

It was in cities box stonewaller . If it was in liverpool box it was a dive or shocking refereeing depending on the decision .

The refs positioning and his runs on the diagonal have been poor alright. He should be aware of what is going on around him and be getting out of the way (and the best ones never need to get out of the way as they are never in it.)
