To be enjoyable in a pipe the tobacco should burn cool and slow and at the same time packed in a pipe it should allow good air flow through the bowl. Here are the major differences:
    • Most. Shag is considerably dryer than pipe tobacco.
    • Cut. Shag is fine cut while pipe tobacco is coarse cut or even sold in pressed flakes.
    • Ingredients. Shag is primarily Virginia sometimes spiced up a bit with something like Burley or orientals. The variety of pipe blends is much greater: while there are blends with similar ingredients as in rolling tobaccos (i.e. pure Virginia or Virginia with Burley or Perique) the leafs might still be cured through a different process plus there is a huge selection of many other blends, e.g. English mixtures (with heavy use of Latakia and other oriental tobaccos) or aromatics (usually but not always a mix of Virginia and Cavendish with all sorts of flavourings: whiskey, vanilla, rum or even cherry).
    • Nicotine. Smoking a pipe does not normally involve a huge amount of smoke (if any at all) going into your lungs. Nicotine is absorbed in your mouth so inhaling a pipe tobacco smoke can feel rather harsh on the lungs and may even result in some nicotine overdose.
For an idea of what pipe smokers are usually packing check this pipe tobacco review site:

Slav did a great job explaining with that post. I am a cigarette smoke as well as a pipe smoker. My experience is that pipe tobacco is a tad bit stronger than cigarette tobacco. Tobacco tobacco also has a lot of other ingredients added to it make easier to smoke. It has ingredients inside that keep it lighted when you are not smoking it unlike pipe tobacco where is stops after a while. If you feel cigarette tobacco, its more drier while a pipe tobacco has a bit more moisture. Hope this helps.
