    dunno about CO down, in the North we're much more organised along borough council areas than counties.

    who would pay for it?

    there are a load of "welcome to Newtownabbey borough" etc, paid for by the council....... I suppose there might be a few between Armagh and Down, but I'm across the Antrim/Down border regularly and I don't remember seeing one.
