No such thing really, each unit of around 200-500 houses is individually fibred off a street cabinet = 'exchange' in cable terms.

100mbits, if available, is available to everyone on the cable segment running out of that cabinet.

well the reason i really asked this question is cause i was interested how some people managed to get low ping's around 5-15 with there 100MB service. while the others had about 20-25 with the same service so i messaged couple of people with below 10 ping and asked them and they told me its probably cause they are close to the exchange point??? :/

The longer the line the longer packets take to travel out and back, but its usually small enough difference between houses.

If you're on Wifi that will add a delay.

My ping is always 5ms on UPC speed test.(128mb)
It will be a little higher on other speed tests, but as mentioned if someone is using wifi to test their speed, it will be higher.

yeah but other people who had over 20 ping were also using wired connection
like yourself although i am not sure if they were using cat5/cat6 cable or not so that might be it.
    but i doubt it :/

Well my ping was the same on both cat5e and cat6.
    There will be no difference.
I would put it down to distance from the exchange.
