What the heck is going on with this graveyard? In there recently and its completely over-crowed. They've put new graves everywhere, even used the paths for graves, everything so crammed there's almost nowhere to walk between them. Anyone with accessibility issues hasn't a hope of getting through it. Doesn't seem to be any plan to it either, just randomly places graves, most don't even line up in any direction. Looks woeful.

Are there no rules to how they can do a graveyard, even with respect to accessibility?
